Toolkit 25: Outdoor at Tiong Bahru
Problem:
The large central outdoor space at Tiong Bahru estate functions primarily as a carpark. However it is also the shared spaces of several local food stalls which use the carpark as a makeshift alfresco dining area. Currently the space is under utilized and has potential to be a shared communal space for the residents. The toolkit aims to make this communal space a reality while also maintaining the original function of the space while creating a modern space which fits the unique urban grain and context of Tiong Bahru.

Current situation on site
Adapting the urban grain and site context into the new design

1. Meandering alleyways around Tiong Bahru
Characteristic of the site's urban grain, alleyways are used by residents for circulation.

Extension of dining area into alleyway with option for alfresco dining.

Alleyways form certain thresholds in the neighbourhood which can stimulate circulation and create interesting pockets of space.
2. The evolution of communal gardens in Tiong Bahru

Residents come together to plant in the green areas behind their houses.

Even in areas with no green areas, this practice can still be seen.

New community initiative for allocated communal gardens in Tiong Bahru Community Center.
Revitalizing outdoor spaces to modern standards
Action of toolkit:
- Preserve the original function of the space while making it more usable for residents and local businesses
- Create a space which fits into the urban grain and context of Tiong Bahru

Overview of changes:
- Carpark relocated underground under new space to retain main function of the space in the community and to resolve parking issues in the neighbourhood
- Creation of new green spaces for communal gardens.
- Introduction of new shophouse spaces.
- Introduction of flexible spaces to accommodate for various activities.

Function of the blue zone:
- Planting area can be used for communal gardens.
- Denser grain creates a buffer area to create privacy for residents.

Function of the red zone:
-Existing shops and eating houses will be relocated into these new buildings.
- Pockets of space created by the lower density grain will be available for use by these businesses for alfresco dining or display of products.

Completion of first half of new basement carpark

Demolition works on second half of the carpark area
Excavation works on second half of area

Demolition works on second half of the carpark area
Excavation works on second half of area

Full completion of carpark
Construction of buildings and footpaths within communal area
Addition of planting
