Technical Guidelines for Renovation of Old Residential Areas in Wuhan

Scope

‘This Guideline applies to the old residential areas (including single residential building blocks) built by the end of 2000 that are out of maintenance, repair, and management, with imperfect municipal supporting facilities, imperfect community service facilities, and strong residents' desire for renovation.'Under the premise of completing the renovation task of the old residential areas built before the end of 2000, the old residential areas built before the end of 2005 can be appropriately incorporated into the renovation scope if conditions permit.'

Categorization of Projects

Basic Renovation Projects


In order to meet the safety needs and basic living needs of residents, the main contents include roof, exterior wall, and stairs; water supply and drainage facilities, electricity facilities, road facilities, gas facilities, fire facilities, security facilities, and sanitation facilities, illegal construction, etc.

Improvement Projects


In order to meet the convenience needs of residents and improve the needs of life, including the building energy-saving transformation, elevator facilities, landscape greening, residential lighting, elderly facilities, barrier-free facilities, parking facilities, charging facilities, intelligent express cabinets, and mail boxes, cultural and leisure facilities, sports and fitness facilities, property housing, building energy conservation, central heating (cooling) facilities and so on.)

Enriching Projects


To enrich the community service supply, and improve the quality of life for residents. Contains the public service facilities construction and intelligent transformation (community comprehensive service facilities, public health facilities, early childhood education, intelligent sensors facilities), community service facilities (pension, childcare facilities, food, household cleaning facilities, convenience markets, convenience stores, postal express delivery service end station), sponge city construction, etc.

Process

'The planning process includes nine stages: policy publicity, information collection, willingness survey, site survey, scheme preparation, joint review, scheme publicity, parallel approval, and design.'

Policy publicity: The streets and communities shall carry out policy publicity on the reconstruction of old residential areas that have been included in the reconstruction plan.  Mainly through the media, community owners, micro channel small programs, on-site propaganda points, community propaganda column, distribution of brochures, hanging banners and other forms, publicity of the national, provincial, and municipal old community reconstruction policies and related knowledge.
 

Information Collection: The street and community organizations shall collect the basic information about the community, including the number of households, building area, property right nature, and completion time, and fill in the "Basic Information Form of the Old Community" (see Appendix B).  Present situation photos, relevant planning information, and a long-term management plan can be attached.
 

Residents' will: Streets and communities shall carry out surveys of residents' will, mainly by filling in the "Survey Form of Residents' Will for Renovation of Old Residential areas" (see Appendix C) and holding symposiums to understand residents' needs for renovation and property management ideas, etc., and form a "Survey Report of residents' Will for Renovation".
 

Site Survey: community planners or professional units shall be organized by the street to conduct an on-site survey of the community to be renovated, and a preliminary list of renovation projects shall be put forward according to the original as-built drawings, the status quo of the community, residents' renovation intentions, and cultural data of the community.
 

Scheme Preparation: The street or the implementing unit shall employ a design unit with corresponding qualifications to prepare the plan and fund calculation of the community renovation according to the list of preliminary renovation projects and the requirements of "One community, one scheme".
 

Joint Review (pre-reform assessment):  Street submitted to the district people's government, district hair change, finance, natural resources planning, urban and rural construction, housing, urban management enforcement, garden forestry, public security, fire brigade, rescue, communication, and other related functional departments and units exclusively, according to the measurement and the actual situation to plan a joint review, determine the retrofit scheme, clear content.
 

Scheme Publicity: After joint review, the improved reconstruction scheme of the residential area shall be publicized in a prominent position of the residential area, and the publicity period shall be no less than 7 days.  The program is confirmed by streets and communities after publicity.  The neighborhood, the implementing unit, and the designing unit shall study the renovation contents that residents object to in the publicity, and the reasonable opinions shall be adopted and adjusted.  The circumstances and reasons for the acceptance and rejection of all objections shall be publicly explained.
 

Parallel connection approval: After the plan is publicized without objection or the modification content with the objection is adjusted, the unit with relevant qualifications shall prepare a feasibility study report, and the sub-district or implementing unit shall submit it to the relevant competent department for approval of project approval, land use and planning.
 

Design: The street or the implementing unit entrusts the design unit to enter the compilation stage of construction drawing design documents according to the scheme approved by parallel connection.
