Shuiwei LM Apartment is located in Shuiwei Village, Futian District, Shenzhen. The excellent location and good environment make it has the most expensive rent in Futian District urban village. Over 8000 people live here but one tenth are workers. The renovation of Shuiwei Village has provided 504 apartments for talent, and to create a talent community with characteristics of this village, and to promote the transformation and upgrading of the demographic and industrial structure of the urban village.

Background Overview
Shenzhen became a Special Economic Zone in 1979. This event triggered a massive influx of people from all over China to settle in this new city. But in the past decade, the cost of living has reached such a level, that many are leaving Shenzhen for their home town or other cities where the living condition is more affordable. In a bid to retain talents, Shenzhen created an affordable housing program to ease the housing pressure. Compared to other affordable housing developments, this project is a one of its kind. It is the first time the government leased property from the villagers, in this case an ensemble of 35 handshake tower blocks to be converted into affordable housing. In the past decade, urban renewal concerning urban villages often means mass demolition, a total eradication of any traces from the past, an abrupt replacement by brand new complexes with malls, offices and residential.

The area is known as the home of a local family with the surname Zhuang, and historically residents spoke the Weitou dialect and made their living through farming and fishing. Around the 1980s residents took goods from Hong Kong and re-sold them on the Mainland side. At a later point factories became commonplace and industry became the heart of the local economy. The Shenzhen government pursued a redevelopment scheme, spending 1.2 million yuan ($178,000 U.S. dollars) to acquire land on the Shum Chun River. The area authorities promoted the Shuiwei model of redevelopment, which was meant to attract employees of white collar firms with conversion of existing housing into apartments.
